The social network has been looking at cool ways of making money for a long time now; it seems that the answer was there in front of them all the time! There must be millions of people who want to send a message to Mark Zuckerberg, so why not charge them a $100 (£64) fee to guarantee that the message reaches his inbox? Apparently, this is just a test on the messaging system that allows users to send a message for $1; the $100 is a way of checking out the spam filters.
According to Facebook this is why they are testing out the feature;
This test is designed to address situations where neither social nor algorithmic signals are sufficient. For example, if you want to send a message to someone you heard speak at an event but are not friends with, or if you want to message someone about a job opportunity, you can use this feature to reach their Inbox.
